Call for HIV/AIDS Project Proposals – Global Fund to fight AIDS, Tuberculosis and Malaria

The Country Coordinating Mechanism (CCM), Mauritius has submitted to Global Fund (GF) a national funding request for prevention, treatment, care and support of HIV/AIDS for the period 2024-2026.

The Concept Note is focused on Community Led Networks and Key Affected Populations (KAPs), i.e. People Who Inject Drugs, Female Sex Workers, Men having Sex with Men, Transgender Persons and their respective sexual partners, and clients in the case of Sex Workers.

The national funding request was developed following National Dialogue and Community consultations with the populations mentioned and highlights the importance of an inclusive response, whereby the communities themselves are directly involved in the planning, implementation, and review of activities.

PILS (Prévention Information et Lutte contre le Sida) has been selected as Sub-Recipient (SR) for the Grant. Non-Government Organisations and Community Networks interested in becoming Sub-Sub-Recipients (SSR) of funds to implement activities for the prevention of HIV and AIDS are invited to submit sub-proposals for inclusion in grant implementation.

The SR will select SSRs who will be included in the grant implementation should the country Concept Note be approved.

Grant implementation will be guided by the country funding request and the National Action Plan 2023-2027.

Target groups that have to be reached YEARLY over the period 2024-2026 are the following:

  • Men having Sex with other Men – 4,165 MSM to be reached with HIV prevention per year.
  • Transgender Persons – 1,079 TGs to be reached with HIV prevention per year
  • Sex Workers – 5,600 SWs to be reached with HIV prevention per year
  • Persons who inject drugs – 9,147 PWIDs to be reached with HIV prevention and Needle Exchange Programme per year

Based on these varying targets, interested NGOs should make two budgeted proposals: one for the minimum number of persons to be reached, one for the maximum number of persons to be reached.

The deadline for the submission of sub-proposals is at noon on the 6th of November 2023 at 3 p.m. on the 30th of October 2023.
