Reports to : Senior Monitoring & Evaluation Officer

Main Functions : The M&E Clerk will assist the Senior M&E Officer and the M&E Officer in the monitoring and evaluation of PILS and implementing partners’.
- Program Management
Objective: To effectively set up and implement an effective M&E system for interventions implemented by PILS and partners.
- Contribute to the review and updating of the Annual PILS M&E work plan and budget.
- Implement data management processes and procedures within the PILS M&E Unit and provide support to implementing partners to implement data management processes.
- Enter field data for indicators under the responsibility of PILS.
- Set up and maintain a database which tracks performance indicators by compiling data collected from SRs and fieldworkers at PILS through the monitoring system.
- Conduct verification checks to ensure the accuracy of data compiled
- Consolidate data from PILS and other sources
- Follow up on reports to be submitted by partners.
- Follow-up on internal reporting from relevant staff
- Set up and maintain a filing system for reports.
- Assist with data audits.
- Undertake initial analyses of reported data.
- Contribute to the development of tools and resources for use by PILS in an effort to harmonise and create uniformity for overall reporting on HIV interventions.
- Contribute to the timely production of informative materials such as an annual M&E report on projects / grants implemented by PILS including GF grants and other grants.
- Support the implementation of the dissemination plan.
- Compile information on monitoring and evaluation activities that includes reviewing workshop reports, participating in visit de-briefs, and extracting information from quarterly reports and review and re-planning reports.
- Assist in field visits to ensure that programmes are implemented as planned and provide reports including lessons learnt and recommendations.
- Capacity Development
Objective: To ensure the development of M&E capacity of staff within the PILS M&E Unit and implementing partners.
- Assist in undertaking periodic review of monitoring and evaluation needs of all partners involved in the implementation of grants implemented by the PILS.
- Assist in developing and implementing capacity development plans for implementing partners.
- Contribute to monitoring, reviewing and evaluating the progress and impact of capacity building programs.
Objective: To ensure effective coordination of the M&E system of PILS with relevant national M&E systems.
- Assist team to plan and convene biennial and annual review meetings of implementing partners
- Support in the development of informative materials produced by the Unit including annual M&E report on projects / grants implemented by PILS.
Objective: To represent the PILS M&E Unit with a variety of stakeholders.
- Participate, as required, in local and external meetings and other training fora.
- Any other duty as directed by the Senior M&E Officer & by M&E Officer.

- HSC with Mathematics or Accounts as main subjects and at least 2 years of work experience in data entry and processing field.
- Analytical skills.
- Self-starter with the ability to work effectively in a team as well as independently.
- Excellent written and verbal communication skills.
- Strong commitment to HIV/AIDS and health systems strengthening.
- Fluent in French.
- At least 1 year relevant HIV/AIDS experience in the public or civil society sectors at a national level.
- Good understanding of the HIV epidemic in Mauritius.
- Working knowledge of English.
